Rehabilitation Work of North Kalāheo Avenue Bridge, Kailua, Oahu

The intent of the project is to improve the bridge's structural integrity, thereby enhancing its longevity and public safety. Work includes repair of concrete delamination, spalls, and cracks on the existing bridge structure; construction of new sheet pile retaining walls behind each bridge abutment; replacement of bridge railings, wearing surface, drain pipes, and approach guardrail.

Construction is tentatively scheduled to begin on Monday, March 30, 2026, and is expected to continue for approximately seven (7) months, barring unforeseen conditions and weather events. Work hours will be Monday through Friday, from 8:30 a.m. to 3:30 p.m., excluding holidays.

Temporary traffic changes will be required throughout the project duration. In general, during work hours, one travel lane will remain open to vehicular traffic for both directions, with vehicles alternating under the direction of traffic control personnel. After work hours, the bridge will return to normal two-lane, two-way traffic. However, during the May-July construction stages, the Kailua-bound travel lane will need to be closed continuously for an extended period, from Monday 8:30 a.m. through Friday 3:30 p.m. (including non-work hours), to safely accommodate construction activities, while the other lane remains open for Kāne‘ohe-bound traffic only, including non-work hours. Kailua-bound traffic will be detoured. Motorists should allow extra time and observe and obey all traffic controls, posted signs, and traffic control personnel while navigating through the area.

During construction, one sidewalk will be closed while the other one will remain open to pedestrians. Recreational use of the waterway by the general public will be maintained along approximately half of the total bridge length.
